Professional Bio:
Neil Matouka is a Project Manager at the Local Government Commission, managing Energize Fresno, a California Energy Commission-funded project working with the City of Fresno to develop an energy performance district model and funding platform that is replicable in cities across the state.
Prior to joining LGC, Neil worked and lived in North Carolina, co-founding an environmental business consulting firm. There, he specialized in helping small businesses and startups refine their business models, launch novel products, and streamline operations to minimize environmental impacts. While in Durham, NC, Neil was a member of the Duke University Campus Sustainability Committee, served on the Durham Environmental Affairs Board, and was captain and president of the Duke Graduate Rugby Football Club.
Neil holds a Master of Environmental Management from the Duke Nicholas School of the Environment, specializing in Environmental Economics and Policy and focusing on technology evaluation and marketization. In addition to his work, Neil is a member of the National Parks Conservation Association’s Next Generation Advisory Council, the development officer of the Michigan Rugby Foundation, and an at-large board member of the Environmental Council of Sacramento. He is also a retired rugby player, hikes, and enjoys reading in foreign languages.
